Governance

ICA is an Incorporated  Charity registered with the Charity Commission.

ICA’s Board of Trustees are responsible for making sure that ICA carries out the purposes for which it was created, complies with its governing document and charity law requirements, and ensures its future strategy and decisions are made in the best interests of ICA and the community it serves.

ICA’s current Board of Trustees are made up of:

Chair, Doug Pigg

An ex-Chartered Civil Engineer who retired to Portland after working in the public and private sector on major infrastructure and development projects. 

Doug was Deputy Director of Development for the Tyne and Wear Development Corporation and Director of Development for South Tyneside MBC.


Treasurer, Mervyn Burden

Born and bred on the Island, Mervyn is a retired stone-mason and fisherman.


Secretary, Anita Busby-Wilcocks

Anita currently works in education.

Prior to this she was a Community Development Worker for Dorset County Council. She also worked in the BBC as a Senior Producer for New Media & Technology and a Producer for Watchdog, Rogue Traders and BBC Health.



Trustee, Julia Willoughby

Julia worked for 18 years in Local Government in various roles, including: an architect, an accessibility / equality specialist, a community development manager and a project and programme manager.

Julia was also a member of the Portland Environmental Community Group, which merged with ICA over a decade ago and has been involved with the charity ever since.


ICA also employs three part time members of staff, funded through various grants, who manage the day to day operations of the charity: managing our partnerships and funding, recruiting and training volunteers, setting up and running activities and projects, organising events, transport and generally keeping the office and all our volunteers ticking over!

In addition, we have over 100 volunteers doing all sorts of roles, from working in the office and driving our vehicles to running our clubs and activities, befriending and fundraising. Their role is essential to the delivery of all ICA’s activities and services.
